It started as an idea between Rebecca, Chinh and Susie. Driven by entrepreneurship, a passion to do things differently and desire to help, we set out to establish a Human Resources Consulting Firm that we'd be proud to call our own.
Based in San Diego, California, RCS Global Services was founded in 2017 and operated in stealth mode for a few years before formally launching in October 2019, a few months before March 2020 and the start of Covid-19. The pandemic, while a challenging and unpredictable time for many, presented a unique opportunity for RCS as we were able to work with companies that were seeking to outsource all or a part of their HR functions as a way to reduce cost, to solve for capacity issues or to enable them to focus on their core business. This unique opportunity gained momentum and enabled RCS to grow organically, allowing us to work with some of the best clients locally and globally. We're extremely proud of the partnership we've built with our clients over the years.

Rebecca Taylor is a High Honors graduate from the University of California, Berkeley with dual bachelor’s degrees in Economics and Political Science. Rebecca has over 22 years of professional work experience in the Financial Services, Retail Sales, and Legal industries working with Fortune 100 and 500 companies. Rebecca has held positions in Human Resources, Operations, and Business Development throughout her career and maintains an exceptional track record for achieving extraordinary financial, operational, and team results. These positions have provided Rebecca with the unique opportunity to lead global change management, operational strategy, process improvement, compliance, and mergers and acquisitions initiatives for the organizations she has worked for while having a seat on both the business and human resources sides of the house. Rebecca also has vast experience developing and managing cross-functional global teams and is recognized as a strategic thought partner and driver of organizational change. Rebecca is known as a self-starter who understands corporate objectives, determines needs, and provides innovative successful solutions. Rebecca has demonstrated leadership qualities and a proven ability to achieve positive results. Rebecca leads a team-oriented environment and has a passion and motivation to develop top talent. Rebecca is currently the Vice President, Operations for Equabli, a Fintech in the debt management space, Co-Owner and Managing Partner of RCS Global Services, a boutique HR Consulting firm, and she also serves on the Viejas Grande Estates Board and on various Receivables Management Association International (RMAi) Committees.
Chinh Nguyen a High Honors graduate from Saint Cloud State University – G.R. Herberger College of Business with a bachelor’s degree in Marketing. She is Global Professional Human Resources (GPHR) and Global Mobility Specialist (GMS) Certified. Chinh has over 15 years of professional work experience in Retail Operations, Supply Chain, Financial Services and Multi-Site business operations. Chinh has held leadership roles in business operations and Human Resources in Fortune 100 and 500 companies. She is recognized as a strategic partner and executor in HR Operations, HR Compliance, Mergers & Acquisitions, Program Management and has successfully led and deployed many successful and impactful global initiatives. She has helped companies optimize their HR structures, deploy HR technologies and processes to enhance compliance and efficiency, and integrate acquired companies to existing operations as part of growth strategy. Chinh is passionate about helping clients succeed through strategic implementation of superior and simplified HR solutions that enhance their organization’s strategic vision.
Susie Fraga is a graduate from the University of California, San Diego with a bachelor’s degree in Communications and a master’s degree in Industrial-Organizational Psychology from the California School of Professional Psychology. A passion for learning and self-development as well as a strong commitment to helping others has led Susie to various roles in training and organizational development at various top Fortune 100 companies. With 20 years of professional experience, Susie has proven to be a strategic partner in the areas of talent management, employee engagement, diversity & inclusion, organizational and leadership development.
